Composition and powers

The Mayors of World Heritage cities that have paid their annual membership fees make up the General Assembly of the OWHC, the Organization's paramount authority. The General Assembly meets every two years. Article C of the of the OWHC stipulates the composition and powers of the General Assembly of the Organization.
