The Organization of World Heritage Cities offers its deepest sympathy for the loss of so many young Norwegian citizens in the abhorrent massacre on Utoya Island and of those in the Oslo bombing that took place on 22 July  2011. Words fail to adequately express one’s feelings when confronted by acts of terror of such tragic proportions.  

Only time will help to ease the sorrow.  However, the people of Norway have already demonstrated their resolve to not allow this act to alter the goodness, decency and openness of their society.  Without doubt their courage and determination will prevail.
