Ms. Rachel Larouche will leave her position at the OWHC General Secretariat in April 2023. Rachel has contributed to the evolution of the Organization since its beginnings; she has been one of its main pillars since 1993: always faithful, loyal and efficient with the different General Secretaries, member cities and staff members of the Secretariat and the Regional Secretariats that worked over the years for the OWHC.

She now wishes to devote herself to her family and aspires to new adventures. The General Secretariat is wholeheartedly with her, and it is with a united voice that we thank her and wish her the best of luck in the new perspectives that are opening up to her.
