Cordoba Path

CONTEXT

The OWHC 2025-2026 Action Plan includes two programs specifically dedicated to the development of the New Urban Project and its adoption at the 18th World Congress (Marrakech, 2026): The Quebec Roadmap and the Cordoba Path.

OBJECTIVES

The development of the Cordoba Path was decided at the Symposium on the Habitability of Historic Centers (Cordoba, September 2024). The Cordoba Path refers to the set of activities that will lead to the proposal of the New Urban Project, and in particular to the achievement of the following two objectives:

a. The definition of a “common frame of reference” that puts the political vision of the Manifesto into perspective with the analysis of the Issues linked to Habitability, to commit mayors to their cities to renewing the ways in which they manage old city centers and act to do better, more and faster in response to the pressures of current crises, exacerbated by climate change.

b. The proposal of a “common operational framework” from which cities can draw to implement a “program for regenerating the habitability of historic city centers” that values built and intangible heritage as the resource to be prioritized for transforming the city.

ACTIVITIES

The following activities will be developed on the basis of the results (Statements and Courses of action) obtained within the framework of the Quebec Roadmap.

CityLabs: A series of workshops (virtual and face-to-face, lasting 1 to 3 days) will be offered to all member cities to establish the terms of reference and operational framework for the New Urban Project:

1. System of reference: Creating local conditions for the application of participatory engineering supported by the OWHC and the implementation of the “Success Factors” necessary for the realization of the New Urban Project.
2. “Global strategy”: Establish the form and content of an integrated planning and management tool that synthesizes the political vision and the statements.
3. “Structuring projects”: Establish the form and content of projects inspired by the Courses of action and required to achieve the “Global Strategy”, which will set in motion the dynamics of urban transformation targeted by the New Urban Project.
